This is an old Biddle Megger with hand crank ed generator. It is used to test resistance in large motors or line wires. It has two aligator clamped leads that connect to hand terminals. When you turn the crank it induces a voltage with a low current to check for grounding. Teh unit still works and was last calibrated in 2002. Still a great tool but even a neater collectors item.
