It may require service. Repair and/or calibration. I do not have the knowledge to completely test or certify this is accurate and functions properly. I have only powered on and adjusted the volt/amp meters cautiously on low settings. Therefore you are buying it AS-IS with no returns. You must ground the device before plugging in.
