This is a used hour meter. I plugged it in and check it. This is a clock mechanism that turns a gear that keeps track of elapsed time(kind of like putting a clock on an odometer) There are a number of uses. A lot of people plugged them into"accessory outlets" on equipment with switched outlets. That way you could keep track of the number of hours that unit had been running.
