This is a can sealer. Reflanger for No. 3 cans. From the pictures you can see all the many parts that go with this heavy machine. There is a small wrench and a card with some instruction. It has National Eau Claire Wisconsin on the front and a building logo. I imagine it was used in a factory many many years ago when stores started stocking canned food. Weight is about 20 pounds. There are 18 lids and a can plier holder. Also a third handle. The handles move freely. That is all I know about this item.
