Since i cannot say for positive though that is why i put a questions mark. as you can see in photos i do not think there is liquid in top vial at least i do not see a bubble when i move it. the bottom one does have bubble. i am pretty sure there is a way to refill these. since i do not see it working i have listed it as is. if you have any questions please ask. good luck!
