Yes it was overbuilt, but that was their company's and our country's claim to fame! The company even boasted about their high standard of quality with a slogan on the level's handle saying"Where Accuracy Counts, We Win! That slogan undoubtedly applied to all of the Company's products and essentially made this level a very effective advertising tool for decades to follow. As for the condition of the level. I'll say it's very good. The box has two small metal hook latches. The level is in like-new condition, the box is in good condition. The level is shiny and scratch free, there is a number engraved on the top and side- I am not sure if this was done by the factory or a previous owner. Both the horizontal and vertical vials on the level are clear and still contain the appropriate liquid and bubble. The bubble in each moves freely. Master Precision Level Universal Boring Machine Co. 4.2sec Vial (.00023"/10")
Very nice high quality level. Overall length: 27" Chassis was fully stripped and powder coated. Level vial was removed, cleaned, the index marks have been re-painted and the vial was re-installed with a high contrast background. There is an etching on the vial that lists its accuracy as 4.2 seconds of arc which equates to.00023" of rise per 10" of length. Most of the original hand scraping on the base is still visible. Cast iron this old is very stable, and a new freshly scraped base will last for decades and will make the level very useful as a precision straightedge. Note that I have not scraped the base, it is for sale as is and as shown in the pictures. A very nice Hilger& Watts precision machine spirit level. It appears to be in excellent original condition and still has the original machined phenolic case with leather pad. Bubbles are intact. Clean and appear to be working fine. Machine surfaces also appear to be in very good condition.
