This is a great vintage 1950's or 1940's paper cutter made by Premier Chicago Il. This cutter does have some age paint wear. It also has a small chip to the wood on the corner. The cutter bade is sharp and works well. The spring is rusty from age. This cutter will probably work for another 65 years. It has little rubber feet to keep it from moving. The feet are in good condition.
