Probably uses for quality control, you set a width, then tighten the knob, it tightens the measuring part tight as a drum, and you can measure multiple items of the same size, assembly line or whatever. Interesting, looks like it could be used as an inside or outside caliper, clever. I've left this alone, as found, so you can clean it or leave it alone, your choice.
