It was used for binding financial statements together since we got it. Many other uses- leather. Etc. It is missing the screw in the center of the circle. Appears to be in full working/moving order otherwise- things move smoothly. Some rust on the metal parts on the front- see picture. Some wear around the base. Visible in the picture of the bottom. Have not tried to clean it. Also shown in the pictures are two stamps. One appears to say D117 and the other Y1.
