It is an industrial paper cutter with a bar that clamps down on the paper to hold it tight and a tray that extends to hold the paper so it does not fall and make an uneven cut. The tray is adjusted by a knob on one side and also has two bars that can be adjusted to hold the paper up. The top of the surface for cutting paper measures 10 inch by 14 inch. There are 2 screws missing from the top surface where a bar has been removed but this does not effect how it cuts as I used it for cutting photography paper and never had any problems. This is one of the older models that Mr. Milton Bradley invented before the newer"squared measure" surfaces. This one is a plain wooden surface. The handle has a very worn but still mostly readable factory stamp of"The Dandy- Pat'd Jan 15(or 16? 1895(possibly 1896) Please see the close up photo of this to see the condition of the marking. The ruler at the top is an 8½ inch wooden ruler There is also a hole where a"blade stop" dowel was(see photo) that the blade rested on. To keep from altering it's original condition any I did not place an old appropriate sized dowel or screw there that would suffice as a ... moreblad rest. Which is what I would do with a plain dowel were I keeping it, but leaving it in complete original condition here for the listing. As is.
