This is a vintage Bulman spring paper cutter. So useful in shops to keep a roll of up to 24-inch paper handy and cut it quickly to length. I use mine at butchering time when I need to wrap meat in freezer paper with about 2 too few hands to do it efficiently. This one is missing one bolt at the top, and is functional without it but for stability you will probably want to replace it. You will also need to cut a piece of thick dowel or broom handle to length to hold the paper roll.

Excellent, like new condition with NO major defects whatsoever. Cuts good.but just short of great. If you lower the handle slowly, it cuts perfectly. If you do it too fast, it doesn't. In other words, the blade is medium sharp and with a good sharpening, it would cut like butter! Missing(1) screw at left side of ruler(almost didn't notice.virtually a non-issue) Graduations on rule are perfectly readable with minimal fade. Fantastic, rich patina to all wood and exposed metals. The vast majority of the original japaning remains and looks great! Cosmetic condition is as clearly and accurately shown in the pictures. Please inspect all of them ... morecarefully.
