This is an interesting item and I believe it is a paperweight of nickel plated bronze(I could be wrong but it weighs just shy of 1 pound) from the Leonard Rouse Co. in Providence. Rhode Island. It stands 3 inches and has markings of 80 to 120 on the top of the unit just below the faucet assembly. If anyone has any other idea as to what this may be, please give me a shout but it looks like an advertising piece. Shipping includes delivery confirmation.
