It powers up, and the power light illuminates, and the voltage output is adjustable using the dials on the front panel. The 0 to 100 dial seems to be broken, and stuck at 100. The other dials all have limits, so you cannot turn them past a certain point in either direction, but the 0 to 100 dial turns continuously in both directions, without limit, and turning it does not alter the voltage output. I assume it is stuck at 100, because this supply's minimum voltage is supposed to be 10VDC, but I tested the output connections with a digital multimeter, and the lowest voltage I could get with all the dials at zero is 109.4VDC. The meter needle is adjustable ... moreto 5000VDC, but my multimeter has a maximum range of 1000VDC, so that is all I was able to test it up to.
