I believe this device is a notch filter used to measure the frequency of a signal using a power meter- it has a pretty sharp 2 dB notch from the graph shown. I could find very little info on FXR. But I found the following: FXR Inc. Of Woodside NY used to make frequency meters back in the 1960s. You can still find their products on Ebay! Brian has helped us with some FXR history: Whilst FXR were definitely in Woodside. NY in the early sixties they were definitely part of Microlab/FXR by 1966(Source: the Microwave Engineers Handbook and Buyers Guide 1966- yes, I have been around that long! In an ad in the book it quotes"Microlab/FXR- the combination of Microlab, Bogart and FXR" At this stage they were in Livingston, NJ. In 2001 they were taken over by Wireless Telecom Group. The name has now been shortened to Microlab with no sign ... moreof FXR on the website or the catalog(except for a little bit of the history of WTG) Strangely. The website is fxr.com! They are now in Parsippany, NJ. Most of the old legacy products have also disappeared. This particular unit is part number N410A serial number 1076. Last calibrated 2-86.
