A self-contained potentiometer/ bridge for precision dc measurement. Null Detector section has 100 microvolt to 1000 volt range and zero adjustment. Battery Check switch position does not indicate on meter. So batteries are probably dead. Voltage Divider section has 6 decades in two 3-ganged switches for 1 part per million resolution. Missing two thumbscrews on front panel. Normal wear& tear. Will be lightly cleaned prior to shipment. Sorry. No manuals for this unit.
