I know very little about this item except what is in the title since that is all the data on the standard. It is kind of complex in construction so I can only assume it was designed for a very specific application. Possibly just as a 50 ohm standard. N connectors are generally considered good to 12.4 GHz as should this standard be. It is in top physical condition and that makes me believe it is good working order though I really have no idea how this was used. It might well have been part of a laboratory calibration package.
