This is a Potter Roemer industrial fire hose reel complete with bracket. The reel itself measure APPROXIMATELY 22 1/2 by 5 1/2" wide(inside diameter) and the bracket adds another approximately 10" I have several of these so the one you receive may not be the exact one pictured. But all are in about the same very good used condition. That yellow stuff is just pollen and dust from being stored in a barn for the past month and a half. It has only been gently used, and is in great condition and ready to be installed in your shop or garage. It includes its hose and a quick-connect fitting at the outlet.
