The meter powers on and will set to the calibration mark but when set to any other point on the dial the meter will peg in one direction or the other or float somewhere in between depending on the setting whether the cables are connected or not, connecting the cables does change how the meter reacts but the meter still does not appear to function correctly. It is shown connected to a Rubidium standard source-locked Rohde SMT03 signal generator set to 1.3GHz and 120MHz at 25mV which shows that it has good sensitivity(specification is 25mV) I have checked the range from 5KHz(lower limit of generator) all the way to 1.3GHz. NICE used Keithley 2182 nanovoltmeter. This instrument has a fairly recent calibration sticker(although it seems specific to the 10mV range) We've tested the channel 1 voltage readings. And as you can see it looks pretty good. We only tested channel 1 as the cable that came with it is only wired up for one channel. There are four wires coming out of the white cable, so the second channel is accessible with this cable they're just currently taped off. It has RS/232 and GPIB on the back.
