Its a bar with a 2 liter bottle of water(mass = 4.41 lbs) at 12 inches and 18 inches from the pivot point. The expected value is lower than the measured. But the bar itself adds a small bit of torque(3 to 5 in-lbs) The bottle does not have a'calibrated' amount of water and the pivot point of the bar is not at the torque wrench axis.
