It still powers up, and the fan comes on, and it responds to input from the controls. I was able to set the output voltage, and I tested the output connections with a digital multimeter(not included) and they were putting out the correct voltage. I was able to adjust the voltage, but every time I pressed the"Output On/Off" button, it looked like the voltage would start to rise, but then the"Prot" arrow on the display illuminated, and the voltage sank back to zero.
