The Eel River doesn't need emergency regulations similar to the Merced as the following photo, taken this week, will verify: http://eelriverrecovery.org/images/low_eel_dry.jpg The Eel is the third largest river system in California and this photo was taken less than a mile above tidewater. So sad...
