This is a Data I/O UniSite Universal Programmer. Model 991 0014, with user manual and extras. User manual states that this is a"tool for programming, verifying, and testing all programmable device technologies and packaging" I am not familiar at all with how these work, so don't know how to test it, but it powers up and sounds very smooth. This came from a business where I used to work. Comes with everything pictured in photos, including User Manual that is in excellent condition.
