A vintage foot operated electrical switch. I know how it functions. But I do not know its originally intended application. It functions only as an on/off switch, but it does not click on and click off. Any connected device operates only so long as the foot pedal is maintained in a depressed position. As soon as your foot is removed, electrical current is interrupted. It does not function as a speed control or dimmer device. The foot pad is about three inches square and the cord in about 6 feet long with a 2-prong male/female combination plug. Once connected to an outlet. Gralab 545 digital timer and 560 timer foot switch are a great combination! They are used but in solid working order. Especially handy for doing precise dodging and burning or to just increase your speed in the darkroom by having such close and convenient control over your timer. There is a small plastic angle prop that is missing from the back of the timer. See pics. It is merely a piece that you could have chosen to pop off and then install on the back of the timer so that your timer would be sitting at an angle on your flat darkroom counter. It has not effect on the timer's working properly and anything could be used to prop up the back edge of the timer is this angle was still of importance to you.
