It is marked Norton Abrasives on the handle, Norton is well known for making high quality commercial abrasives and is still in business today. I saw a patent online for these and it shows the center as being a steel rod that"kan't break" the outside of the rod is covered with the abrasive material and the ends each have a rubber tip. I know that my grandmother went nuts about 60 years ago when someone from the church took the meat fork and carving knife from the church social dinner. The steel was under the platter so the person didn't see it I guess. Strange how things drive you nuts. And that is the truth about nana and who"stole" the matching pieces. We heard about it every time brought out this steel from the buffet drawer. I think he did it on purpose) Anyway. It has a beautiful polished formed Mother of Pearl handle and the band is simply marked STERLING. No idea who the maker is. Just nice to have around a shabby and chic. Or victorian styled home.
