It has software and operating system already installed. It is unlocked as shown in one of the pics. It also has a screen protector film on it. This ad includes: TSC2 controller with installed battery. Fabric case, USB cable, non-OEM charger, and a CDR disk with the Getting started guide and User Guide that were downloaded from the MF’s web site. The charger included is one we had here and it works but I really think it should have a larger amperage one. It charges the battery but I do not think it will run the unit directly. We warranty the hardware only on this system for 30 days. We do not warranty the charger. Software or any programming as we do not know enough about the product ... moreto offer warranty or support for those items. The stylus is missing. I will include a stylus that will work but it is the wrong size and will not fasten to the unit. We did find chargers and stylus available from other vendors on e-bay.
