It looks complete. The top of the metal base measures 10 inches x 15 1/2 inches. With the wood strip it measures 12x15.5. I think the wood strip as been added, but looks professional as it is. It needs to be cleaned and all I did to test this was cut a piece of paper. It comes with the ORIGINAL owner's manual, which is in German and English.
