Now for the bad: Looks like crap, cant find serial number anywhere, no title, and very dangerous. So put some new fenders on it and a fresh coat of paint. You will get a bill of sale signed and I don't know about other states, but in state of Texas you can get a machinery tag with no title all you need is bill of sale and a picture of the machine and seven bucks. This machine is not stolen or money owed on it, as a matter of fact, if you want to get a court issued title I will stand behind it and sign any paperwork the court requires.
