Mechanically the unit powers on and seems to operate just fine. It rocks back and forth and the speed control seems to be working just fine. It does make a wining noise when operating but that could be the normal noise the motor makes when in use. Its not loud. There is no real way for me to test and make sure it has reached top speed though. It does seem to rock back and forth normally. Due to no further testing it is being sold as is for parts.
