I see an emtpy spot in the case which I believe is for a power supply cable that is missing. That is an easy fix- you can pickup a universal power supply at radio shack that is adjustable for around $10 or less. I was not able to test if actual temperature coincides with thermostat setting. It has cosmetic signs of use- some minor scratches and dents. Some rust on cabinet interior, and many scuffs/dents on rubber bumper around bottom. Castors roll smoothly. One of the plate columns is missing a peg from the top(see pictures) There is some minor spatter marks on the outside, could probably be easily cleaned with appropriate cleaner.
