The O-ring seal for the regulator is dried out, but for display purposes, it's fine. To open and close the valve, the knob on top would be turned counter-clockwise. All the way down is marked CLOSED, about halfway up is marked RESERVE, and all the way up is marked REFILLING. The plastic sleeve that covers the slot is yellowed and stuck in place, but the valve still opens and closes. To turn the air off, you had to push the knob down and turn it clockwise, in two stages.
