It does look clean and like it has been taken care of it does have some of the paint on the back of the top that has came off of the alumunum case. I don't know how to test it but I did plug it up and turn it on and the light under where it says Duty Ratio started flashing so I know it is getting power. This is a Vintage General Radio Co. Cambridge, Mass.Type No. 650-A. The top part is a 650-PI. I pluged it in, the little white light lit up. It is a Multi Tester. Impedance Bridge, Oscillator, Amplifier, Generator, Detector. It has four adaptors. I took it apart very gentley. It had never been opened since new. It has copper lining inside the main box. Is very clean like new. It has a good power chord with a ground. All knobs work freely. It measures 19" long, 12" wide, 73/4" tall. No scratches on meter glass. No chips or cracks on the knobs. One knob has alittle small scratch on the medal part. No other scratches. The wood is in very good condition with a couple small marks.
