You are looking at a cast iron foot pedal off a Merrow A-3DW table. It is 9" long. The spring in the base keeps the pedal in the same position till pushed and then returns the pedal back when the foot is removed. The chain attached was hooked to the machine. This is an Antique or Vintage Singer Industrial(Commercial) Sewing Machine Cast Iron Foot Pedal. Singer(Simanco) part# 175216. The pedal is in good working order. The paint is worn on top. The pedal measures 9-11/16" long and is 3" wide. The pivot base measures 4-1/2" x 1-3/4" oval. It sits 2" tall. It has a 3/8" diameter hole at the toe for a chain or connecting rod.
