They have the strictest air quality laws in the country, their standard of refrigerant leak is ounces per year and as a State Certified Auditor, I had to audit every a/c + r unit under my care yearly for leaks. I bought this unit in 1998, I've used it regularly and its sat on a shelf in my garage since my retirement in 2002. it comes with replacement filters for the sensor element plus operating instructions and forms to get it repaired and calibrated. So these are sold as pictured for parts only, but I don't see any reason why it wouldn't be functional as everything else in the toolbox that came with it was functional and well taken care of, so I'm assuming he would have thrown it away if it didn't work, however these are untested as I do not have the knowledge or ability to test any of it.
