The top unit is a very early type voltage regulator made by Wirt. Wirt Company was established in 1955 and incorporated in Pennsylvania. However the voltage regulator looks much older then 1955 with 150 watt limit and patent pending. Look at it and perhaps you may agree it appears much older. Even the base may be older then the 1950s.
