The hyphen in the model number on it looks like it is perhaps in the same space as another character. So I can’t say for sure that it is a PT-15A. About which I can find nothing. I powered it up and it puts out a hair over 24 volts. Which I thought was a bit strange, I was expecting 15. But given that it is 15A. Maybe that means it has a max output of 15 amps. That is the extent of my testing and NO warranty is offered. However. IF you pay the asking price and find it has a problem you cannot live with within 14 days of receipt you may return it.
