It is a vintage piece of test equipment that uses the NIXE tubes in the display. It does power up and when the self test button is depressed it will run through the numbers. I was able to determine that all of the numbers in each tube are operating. HOWEVER. I do not know how to properly use, test, or operate this piece of vintage equipment, so am offering it here as is. This is a nice multifunction counter. Model 9800. Made by Mercer Electronics. Mercer is a division of Simpson Electric Co. I'm not sure how old it is but it's been tested and is in good working condition. I applied 1 Khz signal from my O'scopes probe checker. You can see the 1 Khz shown. Unit also shows period in micro-seconds. Unit can also be used as an electronic counter. Works 120V or 230V.
