In the photos I circled where the rack is broken. Two of the support mechanisms snapped off from backing into a telephone wire box. The remainder of the rack is in good/working condition. The rack still carries bikes and the local bike shop said it should be fine for bikes weighing less than 20 pounds. However. They suggested a support mechanism being installed in its place.
