When the charger is connected and the battery is charged. Press the power button and you can hear a very quiet whine of a capacitor charging up. As far as I understand there is a flyback converter or simmiler circuit used to generate a 12 volt source from the 6 volt battery. The capacitors fail and it quits functioning. Anyway. Physical condition is good, with some marks, scuffs, dirt, and sticker residue.
