This appears to be a fully functioning device which is comprised of a floating needle positioned above a circular scale with upper case A at one axis and uppercase B at the other. And various configurations of numbers circling the circumference. The needle seems to prefer a east west orientation. It has three adjustable(screw type) legs, Three connection points(screw type) marked A.B, C and a needle lock(button slides to lock/unlock) It's enclosed in a metallic case(probably nickel. This came out of the Estate of a NASA Aerospace Engineer who worked in the Launch Control Room at Cape Kennedy.
