This is a used red lion industrial counter. Powers up. And the display is bright and clear(even though the photo makes it look dim) I'm not exactly sure how to test it. The buttons seem to work. There is normal wear and tear from the buttons being pushed and looks like someone used a screw drive to pop the counter from its housing. I have included photos showing this.
