It comes the original battery and rubber cover. The rubber cover shows signs of moderate to heavy usage but the devices itself does not have any major defect/ scratch/ dent. Charger not included. Item was noted to take charge and power on without any obvious fault from an electronic standpoint. However. I do not know the values it is supposed to output and cannot attest to any recent calbration- may need adjustments. It was pulled from working enviroments and was part of retired/ surplus equipment from city muinicipal system usage.
