Curious headline. “Bush’s” goes all the way to the third para of the original story before we fully understand that Bush’s contribution was a reduction in protection (not sure I even understand that yet, from the writing.) Still not sure if the “Bush” is a gratuitous slap or a gratuitous gift. In any event, the proper headline is “Feds propose expanding bull trout habitat” and the environmental crimes of the previous administration can go in the lede.
