So, it’s pretty easy to see where Arnold is going with this one, isn’t it? I think there’s about three new dams he’s got in mind. Of course, if I lived in Pacific Pallisades like he does, I’d probably feel the same way. Water is something that comes out of a faucet. Less than 10 miles down the road from him there’s about 50 Southern California Steelhead valiantly trying to keep themselves from extinction, even though they continue to bump into the Ringe dam, silted over now for probably 35-40 years.

Yeah, you’re probably (cynically) correct. “Conservation” has become an empty phrase used to mollify water suppliers while new plans are being made to take even more.
With 70% of the water delivered to SoCal being used to prop up landscaping and swimming pools, “conservation” programs saving 10% of water usage don’t really amount to a huge sacrifice.
